Not sure you will find any citra rhizomes.  I believe that is a proprietary hop and proprietary hops have a 20 year patent I believe..  You could scale some fences and "borrow" some but I do not believe there is a legal way to get any.  Similar to Amarillo and many of the new popular hops. 

 

There's a big to do about that. You can become licensed to grow and sell it though and I think a few more growers are getting it since it and a couple others are uber popular.
