Lowes also sells it.  Just make sure it's actually TSP and not something else.

Its not legal here either, just curious how he obtained it "legally". I wouldn't use it here anyhow as I am on a lake, which is the biggest issue with it.

Isn't one of PBW's characteristics that it is biodegradable? Environmentally safe.

I'd assume (probably incorrectly) that to beat PBW a Phosphate is involved, no bueno in WA

No phosphate that I could see

MSDS lists Sodium Hexametaphosphate.
